Modula-2 was designed by Niklaus Wirth who was also responsible for pascal. In effect Modula-2 is Pascal with the module concept and some additional multi-programming facilities. It offers the advantage that it is less complex and consequently simpler to implement than comparable languages, particularly Ada, however this advantage has not been enough to outweigh Ada's US Department of Defence backing.
